99802, 99803, and 99821 are post office addresses and therefore not deliverable.
Kindly keep in mind that 99801 covers all physical addresses on the Juneau road system which is over 60 miles in length plus the milage of all the side streets. It is not equitable to charge one delivery fee to service the whole area. (Juneau City and Borough is the size of the state of Rhode Island.)
